On the other hand, Dreamweaver does allow this same "type" of thing, but with almost every language for building websites.

So, in short, to compare Dreamweaver and Visual web developer, is like comparing Apples to Oranges, because you can't use VWD to build PHP sites, Flash Sites, etc. Well, you can, but it would be a little mundane.
